Bill overview
The HALT Fentanyl Act significantly strengthens the government’s ability to combat the illicit trafficking of fentanyl. It classifies fentanyl-related substances as Schedule I drugs, establishes a streamlined research registration process for certain research funded by the Department of Health and Human Services or the Department of Veterans Affairs, and allows registered researchers to perform limited manufacturing activities. The bill also simplifies registration requirements for researchers, reduces the need for new inspections in some cases, and ensures continued research on newly scheduled substances.
