The Empower Act of 2021 seeks to reform public financing for U.S. presidential elections. It proposes to increase matching funds for participating candidates by a 6:1 ratio for contributions up to $200, eliminates spending limits, allows the party national committee to spend up to $100 million in coordination with candidates, and mandates that all payments be made from a newly established ‘Freedom From Influence Fund.’ The bill also prohibits joint fundraising committees and includes provisions to increase the amount of payments and adjust for inflation.
