The Global Health, Empowerment and Rights Act aims to ensure that foreign non-governmental organizations (NGOs) providing health services, such as counseling and medical care, can receive U.S. international development assistance without being disqualified based on the source of their funding. Specifically, the bill prohibits restrictions on these organizations solely due to using funds not from the U.S. government, as long as the services are legal in the country where they are offered and wouldn't violate U.S. law. It also removes certain lobbying restrictions for these organizations, aligning them with rules applied to U.S.-based NGOs.
