The End Government Shutdowns Act aims to prevent government shutdowns by automatically providing continuing appropriations when regular appropriations bills haven't been passed or a continuing resolution isn't in place. Initially, it continues funding at the previous year's level, but gradually reduces that funding by 1% every 120 days, and then an additional 1% every 90 days until the relevant appropriations legislation is enacted. This ensures continued operation of government programs during periods of budget uncertainty.
