The Jobs and Opportunity with Benefits and Services for Success Act renames the existing Temporary Assistance for Needy Families (TANF) program to the Jobs and Opportunity with Benefits and Services (JOBS) program. It aims to increase workforce participation by requiring states to create individual opportunity plans for beneficiaries, impose work requirements, and reduce benefits for noncompliance. The bill also establishes annual performance targets for states to meet, with potential federal funding reductions for those that fail to do so, and modifies existing grant programs to focus on core activities and reduce administrative costs.
