Bill overview
The Clean Start Act of 2022 aims to help individuals with nonviolent criminal records related to substance use disorder by allowing them to seal those records. To be eligible, individuals must complete a substance use treatment program, peer mentorship, and fulfill all requirements of their sentence. The Act also provides incentives to states with similar record sealing laws or those that offer protections to formerly incarcerated individuals from perjury laws, specifically through COPS grants. It establishes a process for courts to notify eligible individuals about their right to file a sealing petition and outlines procedures for hearings and sealing orders.
