Bill overview
The Adversarial Platform Prevention Act (APPA) aims to protect U.S. consumers and data by regulating foreign-owned software available in the United States. The bill requires software companies from certain countries (designated as ‘covered countries’) to warn users about potential risks associated with the software before download, and to annually disclose data privacy practices and content moderation policies to the FTC and DOJ. It also prohibits these companies from collecting or storing U.S. user data if they comply with requests from those covered countries to disclose data or censor content, and establishes penalties for non-compliance. Finally, the bill seeks to prevent the application of certain legal protections to these foreign software companies.
