The Encouraging Small Business Innovation Act modifies the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs to boost small business innovation. It expands the programs to include Small Business Investment Companies (SBICs) as investors, requires the SBA to exclude investments in SBIR and STTR participants when calculating an SBIC’s leverage, and aims to increase participation from states that have historically received fewer SBIR awards. The bill also establishes an annual meeting between federal agencies and the SBA to improve program efficiency and data collection.
