Bill overview
This bill aims to strengthen the connection between historically Black colleges and universities (HBCUs) and minority-serving institutions and the Defense Innovation Unit (DIU), a part of the Department of Defense. It directs the Under Secretary of Defense for Research and Engineering to create outreach programs and technical assistance to help these institutions participate in DIU’s innovation initiatives. The bill also requires the Secretary of Defense to report back to Congress on the progress of these efforts, including any challenges and recommendations for future support.
