The Department of Defense Ethics and Anti-Corruption Act of 2021 aims to improve ethics and prevent corruption within the Department of Defense by addressing contractor influence and foreign influence. It strengthens ‘revolving door’ rules for officials transitioning to or from defense contracts, requires contractors to report on former DoD officials and lobbying activities, and prohibits hiring of certain officials by large defense contractors. The bill also restricts foreign employment for former intelligence officers and mandates greater transparency in DoD contracting, including financial disclosures and contractor record disclosures.
