This resolution changes the Senate’s rules to allow Senators to vote remotely during a declared national crisis. If the majority and minority leaders agree that it’s impossible for Senators to be physically present, they can use approved technology to cast their votes. These remote votes would count towards establishing a quorum, and the process can be extended for up to 30 days, or additional 30-day periods, with a three-fifths vote of the Senate. The decision to declare a crisis and authorize remote voting rests solely within the Senate.
