This resolution changes the rules of the Senate to require that any bill, joint resolution, or conference report must be publicly available in electronic form for a minimum review period before it can be considered. Senators must also certify that they have read the legislation before voting on it. The length of this review period is determined by either twice the number of pages in the document or 72 hours, whichever is longer, starting from when the text is first made available electronically.
