Overview
The Strengthening Social Security Act of 2023 proposes changes to how taxable wages and self-employment income are calculated for Social Security contributions and benefits. Specifically, it increases the percentage of wages subject to Social Security taxes for 2025 and subsequent years, and adjusts the calculation of primary insurance amounts for retirees. The bill also includes provisions to increase the first bend point in the primary insurance amount, incorporate surplus earnings into benefit determinations, and establish a Consumer Price Index for Elderly Consumers. Finally, it aims to improve benefits for widows and widowers in two-income households by adjusting benefit calculations and ensuring they are not penalized for their spouse’s earnings.
