Bill overview
This bill, the Banning Oil Exports to Foreign Adversaries Act, restricts the U.S. government’s ability to export petroleum products from the Strategic Petroleum Reserve. Specifically, it prohibits exports to China, North Korea, Russia, Iran, and any country subject to U.S. sanctions, as well as entities influenced by these nations or the Chinese Communist Party. However, the Secretary of Energy can issue a waiver if an export is deemed to be in the national security interest of the United States. The bill also requires the Secretary to create a rule implementing these restrictions within 60 days of enactment.
