The Finish It Act requires the Department of Defense to utilize, transfer, or donate excess border wall construction materials to states for building a permanent barrier along the U.S.-Mexico border. If the Department delays in implementing this plan, its Under Secretary of Defense for Policy’s travel budget will be reduced. States receiving materials must certify their exclusive use for this purpose, and those failing to utilize all materials within two years will be required to pay the original purchase price. The bill also directs the Department of Defense to report on the reasons for storing the materials and the process used to contract with private landowners.
