Bill overview
The Consumer Advocacy and Protection Act (CAP Act) amends the Consumer Product Safety Act to increase the maximum civil penalties for companies that violate product safety standards. Specifically, it raises the cap on penalties for individual violations and related series of violations from $100,000 to $250,000, and up to $15,000,000. The bill also establishes a process for adjusting these penalties annually to account for inflation, using the Consumer Price Index. Finally, it makes minor technical corrections to the Consumer Product Safety Act.
