The RIDER Act amends the Stafford Disaster Relief Act to broaden eligibility for disaster assistance, particularly for communities near areas already declared as major disasters. It expands the concept of ‘contiguous area’ to include areas adjacent to disaster-declared regions, allowing them to receive assistance even without a separate declaration. Furthermore, the bill allows for a ‘major disaster’ designation based on a series of natural catastrophes occurring within a 12-month period, even if each individual event doesn't warrant major disaster assistance on its own.
