The Endowment Transparency Act aims to increase transparency around how colleges and universities manage their investments. It requires the Department of Education to publish detailed information on each institution’s assets, including how those assets are invested, specifically disaggregating investments by asset class and identifying minority- and women-owned investment advisors and firms. The bill also directs the Minority Business Development Agency to analyze this data and recommend ways to increase the use of minority-owned investment firms in higher education investments, and to hold a bi-annual conference to facilitate best practices sharing.
