Bill overview
This bill requires the State Department to notify Congress before entering into, renewing, or extending any science and technology agreement with China. Specifically, the Secretary of State must provide Congress with detailed information about the agreement, including its full text, justification, potential risks, and plans to address human rights concerns. Existing agreements with China are at risk of being revoked if the State Department doesn’t provide this notification within 60 days of the bill’s enactment.
