Bill overview
The Public Service Reform Act fundamentally changes the employment status of most federal employees by making them ‘at-will’ employees, removing many of the traditional protections associated with civil service. It abolishes the Merit Systems Protection Board (MSPB), alters the process for removing career employees, and establishes new procedures for handling adverse personnel actions. The bill also includes provisions related to whistleblower protections and appeals processes.
