This bill, the Protecting Social Security and Medicare Act, aims to ensure that Social Security and Medicare benefits continue to be paid on time, even if the federal government reaches its debt limit. It does this by allowing the Treasury Secretary to issue obligations to cover these payments, effectively separating them from the regular debt limit calculations. These obligations wouldn't count against the debt limit until Congress raises it through new legislation. The bill modifies existing law to create this mechanism.
