Bill overview
This bill, the Stop the Outlay of Payments Act, aims to prevent federal funds from being improperly awarded to organizations that have previously had federal grants suspended or terminated due to violations. It requires federal agencies to notify the Office of Management and Budget (OMB) within 120 days of such suspensions or terminations and to maintain a public list of these suspended entities. Agencies are then prohibited from awarding new funds to these entities until they address the issues that led to the previous suspension, with limited exceptions.
