Bill overview
This bill, known as the Paystub Act, aims to hold the President accountable for submitting the annual federal budget to Congress on time. If the President’s budget isn’t delivered by the first Monday in February, federal funds cannot be used to pay the salaries and expenses of certain political employees during a specified period. Once the budget is submitted, those employees who were not paid during the delay must receive their back pay as soon as possible. The bill clarifies the definition of ‘political employee’ for the purpose of this restriction.
