Overview
The Lift the Bar Act amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to expand access to federal means-tested programs, such as Medicaid, CHIP, and SNAP, for lawfully present noncitizens. It removes certain eligibility restrictions, clarifies who qualifies as a ‘noncitizen’ for these programs, and ensures that noncitizens who meet specific criteria, including those with pending immigration applications or DACA status, are eligible. The bill also makes adjustments to related legislation concerning child nutrition programs and health insurance.
