This bill amends the Harmful Algal Blooms and Hypoxia Research and Control Act of 1998 to improve the government’s response to harmful algal blooms and hypoxia. It redefines the Interagency Working Group, expands the scope of research to include freshwater systems and other environmental stressors, and requires the development of an updated action strategy every five years. The bill also broadens consultations to include local governments and Tribal nations, and strengthens the National Oceanic and Atmospheric Administration’s role in monitoring, forecasting, and controlling these events.
