The Protect Liberty and End Warrantless Surveillance Act of 2023 aims to reform the Foreign Intelligence Surveillance Act (FISA) to increase transparency and oversight regarding government surveillance. Specifically, it restricts the use of FBI field offices to conduct queries of United States persons, limits warrantless queries of communications and information of U.S. persons and those in the U.S., and strengthens the role of the Foreign Intelligence Surveillance Court by requiring the same judge to hear renewal applications and expanding the authority of amicus curiae. The bill also addresses the use of information obtained under FISA in criminal and civil proceedings and includes provisions for greater disclosure of information related to surveillance applications.
