This bill formally establishes the Institute for Telecommunication Sciences (ITS) within the National Telecommunications and Information Administration (NTIA). The ITS will serve as a primary laboratory for the executive branch to study radio frequency emissions, spectrum propagation, and spectrum sharing, ultimately aiming to improve the efficient use of spectrum resources.
