Bill overview
This bill, the Investing in All of America Act of 2023, modifies the rules for Small Business Investment Companies (SBICs) to encourage investment in specific areas. It allows SBICs to exclude up to 50% of their private capital investments in smaller businesses located in low-income or rural areas, and in businesses focused on critical technology, from being counted against their financing limits. The bill also includes an inflation adjustment to these limits and requires the SBA to report annually on the economic impact of these exclusions.
