Bill overview
The Small Business Procurement and Utilization Reform Act of 2024 (SPUR Act) aims to improve how the federal government tracks its small business contracting efforts. Specifically, it requires federal agencies to track and report on the number of new small businesses – including those owned by veterans, HUBZone businesses, disadvantaged individuals, and women – that receive their first federal contracts. This data will be included in the agency’s annual scorecard, allowing for better assessment of small business procurement goals. The bill also clarifies the definition of a ‘new small business entrant’ for reporting purposes.
