The SHIELD Act amends the Federal Election Campaign Act to strengthen the security and transparency of online campaign contributions. It requires political committees accepting credit or debit card donations through the internet to collect the card’s verification value and verify the contributor’s billing address, with specific rules for U.S. nationals and permanent residents living abroad. The bill also prohibits the acceptance of contributions made with general-use prepaid cards, gift cards, or store gift cards, and prohibits assisting someone in making a contribution in another person’s name. The Federal Election Commission must establish regulations to implement these changes within 10 days of the bill’s enactment.
