The Help Our Kelp Act directs the National Oceanic and Atmospheric Administration (NOAA) to create a grant program to support projects focused on conserving, restoring, and managing kelp forest ecosystems. These grants will be available to a variety of organizations including fishing industry members, universities, nonprofits, Indian tribes, state agencies, and local governments. The program aims to address regional declines in kelp forests and incorporate Indigenous knowledge in restoration efforts, with a maximum grant amount of 85% of the project cost, subject to certain waivers.
