Bill overview
The PATHS Act extends the Department of Homeland Security’s (DHS) ability to use ‘other transaction authority’ – a streamlined contracting process – until September 30, 2027, to develop and prototype advanced technologies. This allows DHS to utilize innovative approaches, bypassing traditional procurement rules when necessary. The bill also requires DHS to quickly notify Congress about using this authority, particularly for artificial intelligence projects, and lowers the threshold for reporting contract awards to Congress. It aims to accelerate the development of security technologies for the nation’s protection.
