The Stop the Baseline Bloat Act of 2024 aims to change how the Congressional Budget Office (CBO) projects future federal spending. Currently, the CBO uses a ‘baseline’ projection of existing laws to estimate spending. This bill modifies that baseline by excluding funds specifically designated as emergency requirements and those included in supplemental appropriations bills. By doing so, it intends to provide a more accurate picture of potential spending cuts under existing law.
