This bill, the Northern Marianas Population Stabilization Act, amends existing law to provide a pathway to residency for certain non-U.S. nationals who have worked in the Northern Mariana Islands as Commonwealth Only Transitional Workers or as investors. Specifically, individuals who held a Commonwealth Only Transitional Worker status from FY2015 through 2018, or who currently hold a CNMI-only nonimmigrant status as an investor, are exempt from the usual residency requirement for obtaining CNMI resident status. The bill aims to address workforce needs and support economic activity in the region.
