The Article I Regulatory Budget Act aims to control the costs associated with federal regulations. It requires the President to project the cost of proposed regulations and, starting in the fifth fiscal year after enactment, to establish a comprehensive regulatory budget analysis. The bill also strengthens the Regulatory Flexibility Act by requiring more detailed cost assessments for new regulations and mandating that agencies report on the costs of their regulations to Congress and the public. Finally, it establishes a regulatory baseline to aid in budget planning and enforcement.
