Bill overview
This bill aims to improve how federal agencies consider the impact of their rules on small businesses. It requires agencies to analyze both the direct and foreseeable indirect economic effects of rules on small entities, and for rules with significant economic impact, it demands a detailed assessment of alternatives that minimize negative effects or maximize positive ones. The bill also expands the types of agency actions subject to economic impact analysis, strengthens the Office of Advocacy’s role, and modifies procedures for gathering comments and reviewing rules, as well as judicial review.
