This bill, the Protecting Benefits for Disabled Veterans Act of 2023, allows the Department of Veterans Affairs (VA) to assign a total disability rating to veterans who are unable to work due to a service-connected disability. Specifically, a veteran with a disability rating of at least 60% or a combination of disabilities totaling at least 70% may receive this rating if they cannot secure or maintain a job. The VA can also assign this rating to veterans with marginal or substantially gainful employment if they determine it’s appropriate, considering their overall financial situation and expenses.
