Bill overview
The Safer Neighborhoods Gun Buyback Act of 2023 authorizes grants to states, local governments, and gun dealers to conduct gun buyback programs. The Department of Justice will provide smart prepaid cards to these entities to compensate individuals who turn in firearms. The bill also establishes a new federal crime for using or accepting these cards to acquire or transfer firearms, carrying a potential penalty of fines, imprisonment, or both. It aims to reduce the number of firearms in circulation through voluntary buyback initiatives.
