Bill overview
This bill, the Golden Thirteen Congressional Gold Medal Act, seeks to posthumously award a Congressional Gold Medal to the ‘Golden Thirteen’ – the first group of Black officers trained in the U.S. Navy during World War II. The legislation recognizes their exceptional performance and the systemic discrimination they faced despite achieving the highest average grade in Navy history. Following a Congressional decision, the medals will be presented to the Smithsonian Institution for display and research, with the possibility of bronze duplicates being sold to fund the program.
