The Responsible Gun Ownership Licensing Act would require individuals to obtain a federal license before purchasing or receiving a firearm. This license would require completion of firearms safety training, including written and hands-on testing, a background check, and fingerprinting. The Attorney General would establish a system for issuing these licenses, and states with similar licensing processes could be exempt. The bill also introduces a point-of-sale background check requirement, prohibiting unlicensed individuals from transferring firearms, and includes provisions for revocation of licenses based on potential danger and enhanced recordkeeping.
