The Humane Cosmetics Act of 2023 prohibits the use of animal testing for cosmetics and the sale or transport of cosmetics developed using such testing, starting one year after the bill’s enactment. However, several exceptions are included, such as testing conducted outside the United States to comply with foreign regulations, testing deemed necessary due to a lack of non-animal alternatives, or testing for non-cosmetic purposes. The bill also restricts the use of animal-testing data to establish the safety of cosmetics regulated by the FDA, with limited exceptions, and establishes civil penalties for violations.
