The Ukraine Reconstruction Act of 2023 seeks to support Ukraine’s recovery following the Russian invasion. It designates Russia as an ‘Aggressor State’ and Belarus as an ‘Affiliated Aggressor State,’ allowing the U.S. to block assets belonging to these countries. The bill establishes a fund to hold these blocked assets and use them for Ukraine’s reconstruction, and proposes creating an international tribunal to adjudicate claims against Russia and Belarus. If a tribunal isn't established promptly, a separate U.S. fund will be created to distribute the assets.
