This bill aims to help small businesses involved in federal construction projects when the government changes the project requirements without their agreement. It allows small businesses to request an ‘equitable adjustment’ for increased costs and, if approved, the agency must provide an interim partial payment, starting at 50%, to cover those costs. The bill also requires the small business to pass along a portion of this payment to their first-tier subcontractors who incurred the additional expenses due to the change.
