The Flooding Prevention, Assessment, and Restoration Act of 2023 aims to improve the USDA’s ability to address flooding risks on agricultural lands. It expands the Emergency Watershed Protection (EWP) Program to allow for broader watershed restoration efforts beyond immediate repairs, and increases the federal cost-share for Watershed Rehabilitation Program (REHAB) projects in ‘limited resource areas’ to 90%. Additionally, the bill requires the Secretary of Agriculture to produce a national report assessing flood vulnerability on agricultural lands and recommending further conservation practices.
