This bill, the Northern Triangle Asylum Cooperative Agreement Reimplementation Act, temporarily restricts the U.S. government’s ability to provide economic assistance to El Salvador, Guatemala, and Honduras. Specifically, it pauses the obligation and expenditure of funds for bilateral economic assistance until the Secretary of State certifies that agreements between the U.S. and each country are substantially similar to previous agreements regarding asylum claim examinations. The bill also requires ongoing recertifications to ensure these conditions continue to be met, and limits the Secretary of Homeland Security from granting asylum or allowing aliens to remain in the U.S. based on threats from gangs or natural disasters in the Northern Triangle countries.
