This bill, the Corporal Fernando Ruiz Baltazar Posthumous Citizenship Act of 2023, amends immigration law to extend honorary citizenship to otherwise qualified noncitizens who served in the U.S. Armed Forces in the Philippines during World War II and died in service. Specifically, it allows for posthumous citizenship for individuals who enlisted or served during the period of September 1, 1939, to December 31, 1946, and died as a result of their service. The executive department will determine if these requirements are met, and certain naturalization benefits are excluded for the individual’s surviving family members.
