The End Child Trafficking Now Act aims to prevent adults from entering the United States with minors unless they can prove a familial relationship. It requires adults accompanying minors to either present documentation or witness testimony establishing a relative or guardian status, or submit to a DNA test administered by the Department of Health and Human Services. If a relationship cannot be established, the adult may be denied entry and, in some cases, arrested if suspected of involvement in human trafficking or related offenses. The bill also criminalizes ‘recycling’ – using a minor repeatedly to enter the country without being a relative or guardian.
