This bill aims to accelerate the development of vaccines to prevent, treat, or mitigate substance use disorders, including opioid, cocaine, methamphetamine, and alcohol use. It does this by designating certain vaccines as ‘breakthrough therapies’ and ‘fast track products’ under existing FDA regulations, and by establishing a $1 billion ‘Vaccine X-Prize’ to incentivize innovation in this area. These changes are temporary, expiring after 10 years.
