Bill overview
The Stop Hate Crimes Act of 2023 aims to strengthen federal hate crime laws. It changes the legal standard used to prove that a crime was motivated by bias against a person’s protected characteristics. Currently, prosecutors must prove that the victim’s protected characteristic was the *sole* reason for the crime. This bill lowers that requirement to show that the protected characteristic was a *contributing* factor in the crime’s motivation.
