Bill overview
The REPO for Ukrainians Act aims to seize and repurpose Russian sovereign assets, such as the Central Bank of the Russian Federation’s funds, to provide financial assistance to Ukraine. It requires U.S. financial institutions to report Russian assets, authorizes the President to confiscate them, and directs these funds into the Ukraine Support Fund. This fund will be used to compensate Ukraine for damages caused by the Russian invasion, including reconstruction, humanitarian aid, and potentially through an international mechanism involving other countries’ confiscated assets. The bill also promotes coordinated international sanctions against Russia.
